1000 रूपए मासिक पेंशन स्कीम शुरू

 देशभर के करीब 32 लाख पेंशनभोगी को तत्काल रूप से लाभान्वित करने जा रही है। कर्मचारी भविष्य निधि संगठन मंगलवार को देशभर के अपने 120 क्षेत्रीय केन्द्रों पर न्यूनतम 1000 रूपए मासिक पेंशन योजना की शुरूआत करेंगी। मोदी सरकार ने हाल ही में न्यूनतम पेंशन 1,000 रूपए किए जाने को लेकर हाल ही में ईपीएस-95 के संशोधन को अधिसूचित किया है। ईपीएफओ के अनुसार करीब 32 लाख पेंशनभोगी इससे तत्काल लाभान्वित होंगे जिन्हें हर महीने1,000 रूपए से कम पेंशन मिल रहा है। फिलहाल योजना के अंतर्गत कुल 49 लाख पेंशनभोगी हैं। अगले महीने होने वाले विधानसभा चुनावों के मद्देनजर यह योजना महाराष्ट्र और हरियाणा में नहीं होगा। ईपीएफओ योजना के तहत विभिन्न जगहों पर आयोजित होने वाले कार्यक्रमों में गृहमंत्री राजनाथ सिंह, दूरसंचार मंत्री रवि शंकर प्रसाद, रेल मंत्री डी वी सदानंद गौड़ा, जल संसाधन मंत्री उमा भारती, श्रम मंत्री नरेन्द्र सिंह तोमर और स्वास्थ्य मंत्री हर्ष वर्घन शामिल हो सकते हैं।

सस्पेंड चल रहे समाज कल्याण अधिकारी एनके शर्मा को 18 साल पहले
की गई गलती की सजा अब मिली। शासन ने शर्मा केआचरण की घोर निंदा करते हुए
दो वेतन वृद्धि पर स्थाई रोक दी है। शर्मा 1996-97 में बुलंदशहर में समाज
कल्याण अधिकारी के पद पर तैनात थे। शासन ने विभाग के खिलाफ अनर्गल
बयानबाजी करने के आरोप में दो माह पहले शर्मा को सस्पेंड कर सीडीओ
पिथौरागढ़ कार्यालय से संबंध कर रखा है। सस्पेंड होने के समय वह
पिथौरागढ़ के ही समाज कल्याण अधिकारी के पद पर तैनात थे।
शर्मा पर आरोप है कि उन्होंने बुलंदशहर में तैनाती के दौरान स्वच्छकार
विमुक्ति योजना के अंतर्गत 2075 स्वच्छकारों को प्रशिक्षण देने के लिए
यूपी अनुसूचित जाति वित्त विकास निगम द्वारा दिए गए 41.50 लाख रुपये का
प्रयोग नहीं किया। उन्हें, उक्त धनराशि को पीएलए में रखने और आहरण वितरण
अधिकारी के कर्तव्यों एवं दायित्वों का उचित पालन नहीं किए जाने का दोषी
पाया गया। 2004 में शर्मा यूपी से उत्तराखंड आ गए, इसके बाद यूपी ने
उत्तराखंड शासन को जांच रिपोर्ट आदि तथ्य भेजकर दंडित करने की सिफारिश
की, लेकिन तब से मामला अब तक लटका रहा। करीब चार माह पहले शर्मा को
सस्पेंड कर दिया गया और जून में राज्य लोक सेवा आयोग ने भी शर्मा को दिए
जाने वाले दंड पर अपनी सहमति दे दी। पर, मामला फिर लटक गया। अब समाज
कल्याण आयुक्त व अपर मुख्य सचिव एस राजू ने विगत 22 सितंबर को जारी आदेश
में दोषी अफसर के आचरण की घोर निंदा कर दो वार्षिक वेतन वृद्धि स्थाई रूप
से रोकने का दंड जारी किया।"

हिमालय सदियों से घुम्मकड़ों, तीर्थ यात्रियों और पर्यटकों के आकर्षण का केंद्र रहा है और यहां आकर वह खुद को स्वर्ग की सैर का अहसास कराता है। अकेले हिमालय की गोद में स्थित केदारघाटी का सम्पूर्ण भू-भाग प्राचीन काल से शांति, एकान्त और प्राकृतिक सौंदर्य के कारण )षि- मुनियों, तत्वविदों, विद्वानों और विद्या के आश्रमों का केन्द्र रहा हैं। इस घाटी के तमाम धार्मिक स्थल, ताल व बुग्याल तीर्थयात्रियों और पर्यटकों का सहज ही मन मोह लेते हैं और यहां लोगों के आने का सिलसिला अनवरत जारी है और जारी रहेगा। केदारघाटी के प्राकृतिक सौन्दर्य पर लक्ष्मण सिंह नेगी का यह खास आलेख।

भाग्यविधाताओं को नहीं फुर्सत

पहाड़ में जितनी बसासतें पिछले दस-बीस सालों में अस्तित्व में आई हैं,  वे खतरे के मुहाने पर खड़ी हैं। दरअसल पहाड़ में जहाँ भी सड़कें बनी,वे नदियों के किनारे ही बनी। सड़के के नजदीक नयी बसासतें बसनी शुरू हुई और आबादी बढ़ते-बढ़ते प्राकृतिक जल निकासी के स्रोतों तक आ गयी या उन्हें भी अतिक्रमित करने लगी। यह पूरे पहाड़ की ही समस्या है। बहुत सारी जगहों पर कुछ प्रभावशाली लोग और कुछ लोग मजबूरी के वशीभूत होकर नदियों,प्राकृतिक जल निकासों को अतिक्रिमित कर भी भवन आदि बना रहे हैं। तो क्या सिर्फ लोगों को ही सब आपदाओं में हुई तबाही के लिए जिम्मेदार मान लेना चाहिए?लोग तो गलत प्रभाव का इस्तेमाल करके या फिर मजबूरीवश ही ऐसे आपदा संभावित स्थानों पर बसेंगे ही। लेकिन प्रशासन,नियामक निकाय-इनका काम क्या है? ये घूस-रिश्वत लेकर लोगों को खतरे की जगह पर बसने दें और फिर संकट आने पर लोगों को ही दोषी ठहरा दें,क्या इतनी ही प्रशासन और नियामक निकायों की भूमिका है या होनी चाहिए?जाहिर सी बात है कि उनकी भूमिका लोगों को खतरनाक स्थानों पर बसने से रोकने के प्रभावी उपाय और कदम उठाने की होनी चाहिए। प्राकृतिक आपदाओं के समय होने वाली जन-धन की हानि पर इंद्रेश मैखुरी का यह खास आलेख।    संपादक
दुनिया में नदियों के किनारे सभ्यताओं के विकास का लंबा इतिहास रहा है। लेकिन पिछले कुछ अरसे से उत्तराखंड में नदी तो क्या छोटे-छोटे गाड़-गदेरे ;नाले-झरनेद्ध भी यहाँ के मनुष्य के लिए खतरनाक होते जा रहे हैं। टिहरी जिले के नौताड नामक स्थान पर बदल फटने और उसके बाद गदेरे में आये भारी मलबे से हुई तबाही ने प्रकृति के विकराल रूप को एक बार फिर सामने ला दिया। नौताड़ राजस्व गाँव जखन्याली का एक छोटा सा तोक है, जहां मुश्किल से 15-20 परिवार निवास करते हैं। यह स्थान घनसाली से लगभग पांच किलोमीटर और पुराने टिहरी शहर को डुबो कर अस्तित्व में आये नए टिहरी शहर से यह लगभग पचास किलोमीटर की दूरी पर है। 30 जुलाई की रात को जब नौताड़ के वाशिंदे सोने गए होंगे तो उन्हें सपने में भी गुमान नहीं रहा होगा कि कैलेण्डर में तारीख बदलने के कुछ घंटों के बाद ही उनका सब कुछ मलबे में दफन हो जाएगा। रात में लगभग सवा दो बजे के आसपास, आबादी से लग कर बहने वाल रुईस गदेरा अपने साथ पहले पानी और फिर भारी मात्रा में मलबा ले कर आया। उसने पूरे नौताड़ को तहस-नहस कर दिया। कुछ मकानों के टूटे हुए हिस्से तो तबाही की कहानी बयान करते प्रतीत होते हैं, लेकिन तबाही की भयावहता का सबसे अविश्वसनीय सबूत,वह मलबे का ढालदार मैदान है,जिसके बारे में स्थानीय निवासी इंगित करके बताते हैं कि यहाँ आठ कमरों का दो मंजिला मकान था,वहां पर चक्की थी, गौशाला थी,खेत थे। पहली बार मलबे के इस ढालदार ढेर को देख कर अपने दिमाग में यह आकृति बनाना भी मुश्किल है कि मलबे के नीचे दफन वह आठ मंजिला मकान कैसा दिखता होगा? इस तबाही ने सात लोगों की जीवनलीला समाप्त कर दी,जिसमें दो बच्चियां और दो महिलायें शामिल थी। बच्चियों के बारे में सरकारी स्कूल में शिक्षक रविन्द्र बिष्ट बताते हैं कि एक बच्ची उनके स्कूल में पढ़ती थी। उनके परिवार को शाम को घनसाली वापस लौटना था, लेकिन किन्ही कारणों से नहीं लौट पाए और इस हादसे का शिकार हो गये। एक व्यक्ति गंभीर हालत में है,जिसे पहले हिमालयन अस्पताल,जौलीग्रांट, देहरादून में भर्ती करवाया गया और वहां से दिल्ली रेफर कर दिया गया है। मरने वालों में एक व्यक्ति मलबे के ढेर में या तो दफन हो गया या पानी के तेज बहाव में बह गया,कहना मुश्किल है। लापता हुए इस शख्स का नाम राजेश नौटियाल था। ग्रामीण बताते हैं कि राजेश नौटियाल ग्राम प्रहरी था। उसी ने लोगों को गदेरे में पानी बढ़ने और मलबा आने के खतरे से आगाह किया था। कुछ लोग और गाय आदि तो वह बचाने में सफल रहा। लेकिन स्वयं को न बचा सका। राजेश नौटियाल ग्राम प्रहरी था,वही ग्राम प्रहरी जिन्हें सरकार मानदेय के नाम पर 500 रूपया महीना यानि 16 रूपया प्रतिदिन देती है। यह भी बढ़ा हुआ मानदेय है। पहले ये ग्राम प्रहरी 200 रूपया प्रतिमाह यानि 6 रूपया प्रतिदिन पाते थे। बताते हैं कि राज्य सरकार ने घोषणा तो 1000 रुपया प्रतिमाह की कर दी है पर मिल 500 रूपया ही रहा है। इतने कम पैसा पाने वाले,नाममात्र के सरकारी तंत्र के अंग ने अपने पद “ग्राम प्रहरी” के नाम को तो सार्थक कर ही दिया। पर क्या राज्य के प्रहरियों और रखवालों के लिए नौताड़ का ग्राम प्रहरी किसी प्रेरणा का स्रोत बन पायेगा? ऐसी आपदाएं जब भी घटित होती हैं सरकारी तंत्र कितना ही संवेदनशील दिखने की कोशिश क्यूँ ना करें,वो लचर ही नजर आता है। देखिये ना कैसी अजीब हालत है कि सामजिक संस्थाएं तत्काल मौके पर पहुँच कर लोगों को खाना,कपडे आदि उपलब्ध करवाने का काम शुरू कर देती हैं। लेकिन शासन-प्रशासन या तो उदासीन या फिर लाचार नजर आता है। 2 अगस्त को नौताड का दौरा करने वाले युवा सामाजिक कार्यकर्ता अरण्य रंजन बताते हैं कि टिहरी के जिलाधिकारी ने उनके साथियों से बच्चों के लिए कपडे उपलब्ध करवाने का आग्रह किया। वे सवाल उठाते हैं कि क्या प्रशासन इतना भी सक्षम नहीं कि 6 बच्चों के लिए कपड़ों का इंतजाम कर सके?बिजली-पानी बहाल करने में ही 48 घंटे से अधिक का समय लग गया। 2 अगस्त को शाम के सात बजे के आसपास नौताड में बिजली और पानी बहाल किया जा सका। यह बेहद अजीब है कि एक छोटी सी जगह पर आया मलबा सरकारी अमले को इस कदर मजबूर कर दे कि उसे बिजली-पानी सुचारू करने में दो दिन लग जाएँ। अलबत्ता सरकारी कारिंदों ने नल में पानी आते ही उसकी फोटो खींचने में जरुर बिजली की सी फुर्ती दिखाई। प्रशासन के इस ढीलेपन के चलते ही प्रभावितों ने पहले दिन राहत राशि के चेक लौटा दिए। प्रभावितों का आक्रोश जायज ही था कि बच्चों के लिए दूध,दवाईयों,कपडे और बिजली-पानी का इंतजाम नहीं हो रहा है तो वे इन चेकों का क्या करेंगे। मकानों के लिए मिलने वाले मुआवजे को लेकर भी लोगों में असंतोष है। स्थानीय राजनीतिक कार्यकर्ता जयवीर सिंह मियाँ कहते हैं कि आठ कमरों के दो मंजिले मकान का,जिसमें 6 भाई रहते थे,एक लाख रूपया दिया जा रहा है और इस लाख रुपये को ही 6 हिस्सों में बांटने को कहा जा रहा है। जाहिर सी बात है कि 1 लाख रुपये में 6 भाई तो क्या एक भाई के लिए भी मकान बना पाना मुमकिन नहीं है। लेकिन वो सरकार ही क्या जो लोगों के संकट के समय भी तर्कहीन और संवेदनहीन नजर ना आये ! आम दिनों में मुश्किल से एक मीटर पानी वाला यह गदेरा,31 जुलाई को जितना पानी और मलबा लेकर आया,वह अकल्पनीय है। लेकिन पानी के इस प्राकृतिक स्रोत के इतने सटा कर बनाए गए मकान एक तरह से दुर्घटना को आमन्त्रण ही थे। इसी क्षेत्र के 74 वर्षीय बुजुर्ग उत्तम सिंह मिंयाँ बताते हैं कि नौताड़ गाँव तो पहले पहाड़ पर ऊपर था। जिस स्थान पर बसासत को रुईस गदेरे ने तहस-नहस कर दिया,वहां तो पहले लोगों की छानियां ;गौशालाएंद्ध और खेत ही होते थे। सड़क आने पर ही यहाँ मकान बनाना शुरू हुए। उत्तम सिंह मिंयाँ कहते हैं कि गदेरे के नजदीक मकान नहीं बनाने चाहिए थे। तबाही का यह भयावह दृश्य देख रही पड़ोस के गाँव की एक महिला को वे डांटते हुए कहते हैं कि उस के परिवार ने गदेरे के किनारे मकान बना कर अपने को ऐसे ही संकट के मुंह में डाल दिया है। ये बुजुर्गवार बताते हैं कि लगभग 50 साल पहले भी छ्म्ल्याण के गदेरे;भिलंगना नदी के दूसरे छोर की तरफ स्थितद्ध में ऐसे ही भारी बारिश के बाद पानी और मलबा आया था.लेकिन उस समय तबाही कम हुई क्यूंकि लोगों के मकान गदेरे के इतने नजदीक नहीं थे। वे बताते हैं कि उस तबाही को लेकर इस क्षेत्र में लोकगीत भी गाया जाता है-

पहली पंक्ति टेक है,दूसरी पंक्ति में कहा गया है कि राय सिंह भाई मेरी भैंस को बचाओ। इस लम्बे से गीत में उस समय हुई भारी बारिश के बाद की आपदा का पूरा विवरण है कि कैसे कुछ लोग विपदा में फंसे,रात को 12 बजे बाद यह आपदा आना शुरू हुई,आदि-आदि। यह सिर्फ एक नौताड़ का ही किस्सा नहीं है। पहाड़ में जितनी बसासतें पिछले दस-बीस सालों में अस्तित्व में आई हैं,वे इसी तरह से खतरे के मुहाने पर खड़ी हैं। दरअसल पहाड़ में जहाँ भी सड़कें बनी,वे नदियों के किनारे ही बनी। सड़के के नजदीक नयी बसासतें बसनी शुरू हुई और आबादी बढ़ते-बढ़ते प्राकृतिक जल निकासी के स्रोतों तक आ गयी या उन्हें भी अतिक्रमित करने लगी। यह पूरे पहाड़ की ही समस्या है। नौताड़ का निकटवर्ती कस्बा घनसाली भी ऐसे ही खतरे के मुहाने पर है,जहां नदी में कालम खड़े करके मकान बनाए गए हैं। नौताड़ में नदी तो आबादी से थोडा दूरी पर है। परन्तु रुईस गदेरा आबादी से सट कर गुजरता है। 31 जुलाई की रात से पहले भी यह गदेरा बेहद शांत और निरापद नजर आता रहा होगा और उस हौलनाक रात के बाद भी यह शांत और निरापद ही दिखता है। लेकिन उस रात को जितना पानी और उससे कई गुना ज्यादा मलबा यह गदेरा अपना साथ लाया,उससे ऐसा लगता है,जैसे कि रुईस गदेरा लोगों की जान की कीमत पर भी अपने रास्ते में पड़ने वाले हर अवरोध,हर अतिक्रमण को हटा लेना चाहता हो।
प्रश्न यह है कि क्या हम हर बार नौताड़ जैसी त्रासदियों पर रोने को अभिशप्त हैं?पुरानी बसासतों को हटाया नहीं जा सकता,क्या सिर्फ इस तर्क के साथ उन्हें आपदा की भेंट चढ़ने का इन्तजार करना चाहिए?सवाल तो यह भी है कि क्या हमारा सरकारी तंत्र आपदाओं से कोई सबक सीखता है?2012 में रुद्रप्रयाग जिले के उखीमठ क्षेत्र के मंगोली और चुन्नी गाँव भीषण आपदा के शिकार बने थे। लेकिन आज मंगोली गाँव में उसी गदेरे के मुहाने पर मकान बनाना शुरू हो गए हैं,जो 2012 में तबाही लेकर आया था। वहां मकान बनवा रहे एक सेवानिवृत्त प्रधानाचार्य श्री भट्ट ने इस लेखक को इसी वर्ष जनवरी में बताया कि वे अगस्त्यमुनि में बसना चाहते थे,लेकिन 2013 की आपदा के बाद अगस्त्यमुनि भी निरापद नहीं रहा। देहरादून में जमीन खरीदने की कोशिश की,लेकिन वहां आसमान छूते जमीनों के भाव उनकी सामर्थ्य से बाहर थे। सो वे वहीं बसने को विवश हैं। लोगों को ही सब आपदाओं में हुई तबाही के लिए जिम्मेदार मान लेना चाहिए?लोग तो गलत प्रभाव का इस्तेमाल करके या फिर मजबूरीवश ही ऐसे आपदा संभावित स्थानों पर बसेंगे ही। लेकिन प्रशासन,नियामक निकाय-इनका काम क्या है? ये घूस-रिश्वत लेकर लोगों को खतरे की जगह पर बसने दें और फिर संकट आने पर लोगों को ही दोषी ठहरा दें,क्या इतनी ही प्रशासन और नियामक निकायों की भूमिका है या होनी चाहिए?जाहिर सी बात है कि उनकी भूमिका लोगों को खतरनाक स्थानों पर बसने से रोकने के प्रभावी उपाय और कदम उठाने की होनी चाहिए। लगातार एक बाद एक आने वाली आपदा उत्तराखंड में नए सिरे से सड़कें,भवन बनाने के तौर-तरीके पर विचार करने,ठेकेदार परस्त,पूँजीपरस्त विकास के माडल पर पुनर्विचार करने का सबक लेकर आ रही है। हमारे भाग्यविधाताओं के पास आम लोगों की चिंता करने की फुर्सत ही नहीं है। इसलिए साल दर साल हम आपदा का दंश झेलने को विवश हैं।

जनता की आॅंखों में धूल आखिर कब तक?
विकास योजनाओं पर विकासपुत्र ही लगा रहे हैं सेंघ। आजाद भारत के इतिहास के पन्नों को खोले तो देश के विकास के लिए अभी तक की सरकारों ने कई योजनाएं बनायी और इन योजनाओं पर अभी तक करोड़ों-करोड़ खर्च हो गए, लेकिन जनता आज भी विकास के लिए छटपटाहट है। प्रश्न उठता है कि आखिर ऐसा क्यों? उल्लेखनीय है कि देश के विकास के लिए हर साल अरबों खरबों रूपये विकास के नाम पर हर क्षेत्र में लगाये जा रहे हैं। इसके बाद भी आम जनता को विकास नाम की कोई चीज नहीं दिखाई देती। यह हकीकत है या नहीं इस पर चर्चा करना उचित है कि नहीं फिलहाल यह चर्चा का विषय नहीं है। विषय है कि आखिर इतना पैसा खर्च होने के बाद भी विकास की गंगा क्यों नहीं बहती। देश में सांसद, विधायक व पंचायती जनप्रतिनिधी के साथ-साथ इस विकास की गंगा को जमीन पर उतारने वाले नौकरशाह ही चंद सालों में खगपति से लखपति व अरबपति बन जाते हैं यह यक्ष प्रश्न आज शायद सभी के मन में कौंध रहा होगा और आने वाली सभी सरकारों से जनता सीधे संवाद कर इस बारे में पूछ सकता है, लेकिन कोई नहीं पूछता आखिर क्यों? देश के इतिहास के पन्नों को पलटे तो यह साफ है कि जनता की गलती और लापरवाही के कारण ही हमारे भाग्यविधाता अरबपति बन जाते हैं और जनता कंगाल। आज देश का अरबों खरबों रूपया विकास के नाम पर खर्च न हो कर जनप्रतिनिधियों, नौकरशाहों व ठेकेदारों की तिजोरियांें में दम तोड रहा है। इसका खुलाशा खुद पूर्व प्रधानमंत्री राजीव गांधी ने भी किया था परन्तु अब उन्हीं के पार्टी की उत्तराखण्ड प्रदेश की सरकार के कबीना मंत्री हरक सिंह रावत ने दो टूक आरोप लगा दिया है कि विधायक निधि में 30 प्रतिशत कमीशनखोरी हो रही है। यह आरोप प्रदेश के कबीना मंत्री हरक सिंह रावत ने तब लगाया जब प्रदेश के मुख्यमंत्री ने अपनी सरकार की छवि सुधारने व फिजूलखर्ची में अंकुश लगाने के लिए मंत्रियों व नौकरशाहांे के विदेश दौरे पर रोक लगा दी।  जनता हैरान है कि मुख्यमंत्री व कबीना मंत्री दोनों यह स्वीकार कर रहे हैं कि विधायक निधि व सांसद निधि में खुला भ्रष्टाचार हो रहा है। परन्तु ये दोनों विपक्षी नेता की तरह केवल आरोप लगा कर अपनी छवि पाक साफ करने का नाटक कर रहे है। जनता का इन नेताओं से एक ही सवाल है कि जब विधायक निधि व सांसद निधि में कमीशनखोरी हो रही है तो मुख्यमंत्री व सरकार के मंत्री है तो वे क्यों इस कमीशनखोरी पर अंकुश नहीं लगा रहे है। उनका दायित्व आरोप लगाने का नहीं अपितु समस्या का समाधान करने का। ऐसा नहीं कि यह समस्या केवल ये दोनों नेता जानते हैं और अन्य नेता नहीं जानते। यह केवल उत्तराखण्ड प्रदेश की बात नहीं अपितु पूरे देश की यही समस्या है। प्रधानमंत्री से लेकर मुख्य सचिव तक सब इस कमीशनखोरी को जानते है। इस भ्रष्टाचार पर अंकुश लगाने के लिए बनायी गयी सरकार की हर संस्था का अदना सा कर्मचारी से लेकर प्रमुख तक इस मामले को जानता है। परन्तु जानने के बाबजूद इन सबकी इस समस्या पर अंकुश लगाने का कोई इरादा नहीं है। भ्रष्टाचारी रूपी कमीशनखोरी के गटर में पूरे देश को डूबोने के लिए इन सबकी सहमति ही नहीं सरक्षण भी है। अब क्या मोदी सरकार के पाले में गेंद है। वह इस समस्या के निदान के लिए कुछ ठोस पहल करेगी या हरीश रावत व हरक सिंह रावत की तरह घडियाली आंसू बहा कर जनता के आंखों में धूल झोंकेगे?     उ

6.SL (Statutory Liquidity atio):SLR is the amount a commercial banks needs to maintain in the form of cash,or gold,or govt.
approved securities (Bonds before providing credit to its customers.SLR rate is determined and maintained by RBI in order to
control the expansion of the bank credit.
Need of SL :With the SLR,the RBI can ensure the solvency of a commercial banks.It is also helpful to control the expansion of
the Bank credits.By changing SLR rates,RBI can increase or decrease bank credit expansion.Also through SLR,RBI compels the
commercial banks to invest in the government securities like govt.bonds.
Main use of SL :SLR is used to control inflation and propel growth.Through SLR rate the money supply in the system can be
controlled effectively.
7.Marginal Standing Facility (MSF):MSF rate is the rate at which banks borrow funds overnight from the Reserve Bank of India
(BI against approved government securities.
8.Commercial Paper:Commercial Paper (CP is an unsecured money market instrument issued in the form of a promissory note.
Corporates,primary dealers (PDs and the All-India Financial Institutions (FIs are eligible to issue CP.Maturity period:between
a minimum of 7 days and a maximum of up to one year from the date
of issue.CP can be issued in denominations of Rs.5 lakh or multiples
thereof.Only a scheduled bank can act as an IPA (Issuing and Paying
Agent)for issuance of CP.
9.Treasury Bills :Treasury bills (T-bills offer short-term investment
opportunities,generally up to one year.They are thus useful in
managing short-term liquidity.At present,the Government of India
issues three types of treasury bills through auctions,namely,91-day,
182-day and 364-day.There are no treasury bills issued by State
Governments.Treasury bills are available for a minimum amount of
Rs.25,000 and in multiples of Rs.25,000.Treasury bills are issued at a
discount and are redeemed at par.Treasury bills are also issued
under the Market Stabilization Scheme (MSS .
10.Certificates of Deposit (CD):Certificate of Deposit (CD is a
negotiable money market instrument and issued in dematerialised
form or as a Usance Promissory Note against funds deposited at a
bank or other eligible financial institution for a specified time period.
Note :CDs can be issued by (i scheduled commercial banks
{excluding Regional Rural Banks and Local Area Banks};and (ii
select All-India Financial Institutions (FIs that have been permitted
by RBI
Minimum amount of a CD should be Rs.1 lakh,and in multiples of Rs.
1 lakh thereafter.The maturity period of CDs issued by banks should
not be less than 7 days and not more than one year,from the date of
issue.
11.Fiscal Deficit:A deficit in the government budget of a country and
represents the excess of expenditure over income.So this is the
amount of borrowed funds require by the government to meet its
expenditures completely.
12.Direct Tax:A direct tax is that which is paid directly by someone to
taxing authority.Income tax and property tax are an examples of
direct tax.They are not shifted to somebody else.
13.Indirect Tax:This type of tax is not paid by someone to the authorities and it is actually passed on to the other in the form of
increased cost.They are levied on goods and services produced or purchased.Excise Tax,Sales Tax,Vat,Entertainment tax are
indirect taxes.
14.NOST O Account:A Nostro account is maintained by an Indian Bank in the foreign countries.
15.VOST O Account:A Vostro account is maintained by a foreign bank in India with their corresponding bank.
16.SD (Special Drawing ights):SDR are new form of International reserve assets,created by the International Monetary Fund
in 1967.The value of SDR is based on the portfolio of widely used countries and they are maintained as accounting entries and
not as hard currency or physical assets like Gold.
17.Cheque:Cheque is a negotiable (which can be transferred to another person in exchange of money instrument drawn on a
specified banker ordering the banker to pay a certain sum of money to the drawer of cheque or another person.Cheque is always
payable on demand.
Types of Cheque:
i.Ante Dated Cheque:A cheque bearing a date prior to actual date of signing the cheque or opening of an account is called an
ante dated cheque which is valid and can be paid till it become stale.
ii.Stale Cheque:If the validity of the cheque has already expired it is called stale cheque which cannot be paid.The normal
maximum validity of cheque is 3 months earlier it was 6 months.
iii.Post Dated Cheque:The cheque which bears a date subsequent to the date on which it is drawn.For ex.A cheque drawn on
10 th January,2013 bears the date of 12 th January,2013.
18.Crossing of Cheque :Crossings refers to drawing two parallel lines across the face of the cheque.
A crossed cheque cannot be paid in cash across the counter,and is to be paid through a bank either by transfer,collection or
clearing.A general crossing means that cheque can be paid through any bank and a special crossing means where the name of
the Bank is indicated on the cheque can be paid only through the named bank.
Dishonour of Cheque:Non – payment of cheque by the paying banker with a return memo giving reasons for the non –
payment.
19.Demand Draft:Demand draft is defined as an order to pay money drawn by one office of a bank upon another office of the same
bank for a sum of money payable to order on demand.
Cheque and Demand draft both are used for transfer of money.
Difference b/w Cheque &DD:A cheque can be bounce but D.D cannot be bounce as it is already paid.
20.Current account:Current account with a bank can be opened generally for business purpose.There are no restrictions on
withdrawals in this type of account.No interest is paid in this type of account.
21.NEFT (National Electronic Fund Transfer):NEFT enables funds transfer from one bank to another but works a bit differently
than RTGS.NEFT is slower than RTGS.The transfer is not direct and RBI acts as the service provider to transfer the money from
one account to another.You can transfer any amount through NEFT,even a rupee.
22.TGS (eal time gross settlement :RTGS system is funds transfer systems where transfer of money or securities takes place
from one bank to another on a "real time"and on "gross"basis.
Settlement in "real time"means payment transaction is not subjected to any waiting period.The transactions are settled as soon
as they are processed.Minimum &Maximum Limit of TGS:2 lakh and no upper limit.
23.BOND :Publicly traded ling term debt securities issued by corporations and governments,whereby the issuer agrees to pay a
fixed amount of interest over a specified period of time and to repay a fixed amount of principal maturity.
24.Call Money:Call Money ’ is the borrowing or lending of funds for 1day.
25.Notice Money:Money borrowed or lend for period between 2 days and 14 days it is known as ‘Notice Money ’
26.Term Money:Term Money refers to borrowing/lending of funds for period exceeding 14 days
27.C A (Capital to isk Weighted Assets atio):Capital to risk weighted assets ratio is arrived at by dividing the capital of the
bank with aggregated risk weighted assets for credit risk,market risk and operational risk.
28.Non Performing Assets (NPA):An asset,including a leased asset,becomes non performing when it ceases to generate income
for the bank.
29.INFLATION:inflation is a rise in the general level of prices of goods and services in an economy over a period of time.When the
general price level rises,each unit of currency buys fewer goods and services.Consequently,inflation reflects a reduction in
the purchasing power per unit of money – a loss of real value in the medium of exchange and unit of account within the
economy.

1.eserve Bank of India reduced free usage of other bank automated teller machines (ATMs)to 3 per month from
5:Frequent withdrawal of money from ATMs will become expensive from November,with the RBI imposing a limit of 3
transactions per month from ATMs of other banks and 5 from the same bank in six metropolitan cities.
Note:A customer will be required to pay a fee of up to Rs 20 for using Automated Teller Machines (ATMs beyond the
permitted numbers of transactions in Delhi,Mumbai,Chennai,Bangalore,Kolkata and Hyderabad.
2.BI issues guidelines for NBFCs on lending against shares.
Note:According to the guidelines applicable to NBFCs with asset size of s.100 crore and above ,the NBFCs have
to maintain a loan-to-value (of shares pledged)of 50 per cent and accept only Group 1 securities as collateral for
loans of a value more than s.5 lakh .

5.The Reserve Bank of India (RBI issued draft guidelines for
implementation of Bharat Bill Payment System (BPPS),
an 'anytime anywhere'bill payment system:
The G.Padmanabhan Committee was formed by RBI to study
the Feasibility of Implementation of GIRO-based Payment Systems anticipated that around 30800 million bills amounting
to more than 600000 crore rupees are paid each year in 20 Indian cities.
Note:i.Bharat Bill Payment System is intended for the implementation of a unified bill payment system across the
country.
This integrated bill payment system will comprise of two entities:
i.Entity operating at Bharat Bill Payment System (BBPS will be setting up the standards related to payments,clearance
and settlement process
ii.Second entity would be Bharat Bill Payment Operating Units (BBPOUs .It will be carrying out the operations in
adherence to the standards fixed by BBPS.
iii.Authorised entities such as agents,banks,service providers,payment gateways would be the participants at the Bharat
Bill Payment System.
6.Reserve Bank of India (RBI recently issued draft guidelines for two new categories of banks —small and payments and
states that these can improve financial inclusion.
Note:i.The idea of payments banks was first proposed by the Nachiket Mor committee on financial inclusion.
ii.The minimum paid-up capital requirement of both payments banks and small banks is s.100 crore.T he payments
bank will have to invest in government securities with a maturity of up to one year.
Important Points:
i.Small banks will offer both deposits as well as loan products.
ii.Payments banks will be used only for transaction purposes and for deposits.Unlike small banks,payments banks can ’t
lend money to people.
iii.Payments Banks cannot set up subsidiaries to undertake NBFC business.
iv.Hence,payments banks will offer only a limited range of products such as acceptance of demand deposits and
remittance of funds.
v.Those eligible to set up a small bank include resident individuals with 10 years of experience in banking and
finance ,companies and societies,NBFCs,microfinance institutions and local area banks.
v.Of the minimum capital,the guidelines said,the promoters'initial minimum contribution will be at least 40 per cent ,to
be locked in for a period of five years.
7.BI tightened the Norms for asset reconstruction companies (A C)to improve discipline and bring about
transparency in the sale and purchase of bad loans.
Note:Now,asset reconstruction companies (ARCs will have to pay upfront 15 per cent of the bid value of non-
performing loans,against five per cent earlier.
ii.RBI said ARCs would get up to six months to plan recoveries from the non-performing assets acquired.Currently,ARCs
get about a year for this.

Reserve Bank of India has allowed Non-Banking Finance Companies to operate as Business Correspondents (BCs of
banks,permitting them to offer limited services.Banks will be allowed to work with non-deposit taking NBFCs as BCs.
Note:The RBI took into account recommendations of Nachiket Mor Committee while reviewing the existing guidelines

12.The Reserve Bank of India said banks should make all new ATMs installed from July 1,2014 as “talking ATMs ” with
Braille keypads.

below the age of 18 as juvenile.

punishment in the JJ Bill,2014:The Bill proposes up to seven
year rigorous imprisonment,5 lakh rupees fine or both for
militant groups who recruit child soldiers or use children for any
purpose.
Note:If the Bill is passed in Parliament,India will join 40 other
countries where corporal punishment is a penal offence.

Scheme &Plan Launched by Union &State Government:
1.Pradhan Mantri Krishi Seenchayi Yojana:Pradhan Mantri Krishi Seenchayi Yojana was announced by Prime Minister
Narendra Modi .The Yojna has been announced to meet the irrigation needs of all farmers across the country.Sum of 1000
crore rupees has been allocated for implementation of the scheme.
2.Karnataka,Kerala sign MoU for rural livelihood mission :As per the MoU,Kerala Governement ’s Kudumbashree and
Karnataka State Rural Livelihood Mission are to help train and hand-hold rural Self Help Groups (SHGs in Karnataka.
3.Govt re-launches Varishtha Pension Bima Yojana:The government has re-launched the Varishtha Pension Bima Yojana,
for the benefit of citizens aged 60 years and above.
Note:It will provide monthly pension ranging from 500 to 5,000 rupees per month to senior citizens of the country.
ii.The Scheme will be administrated by the Life Insurance Corporation ,LIC.
4.National rural scheme on PPP model launched:Rural Development Minister Nitin Gadkari launched the Shyama Prasad
Mukherjee National Rural Mission on PPP model with an allocation of 100 crore rupees.
Note:The scheme will be initially available in three districts of the country on pilot basis.The districts are Warangal in
Andhra Pradesh and two districts in Maharashtra.
ii.The scheme is intended to stop migration from rural areas to cities.The government wants to create infrastructure in
villages so that people can get employment there and do not migrate to cities.
5.Padho Pardesh scheme for minority community:Government has launched a scheme titled,Padho Pardesh,for
providing interest subsidy on educational loans for overseas studies for students belonging to the notified minority
communities like Muslims,Christians,Sikhs,Buddhists,Jains and Parsis.
Note :The objective of the scheme is to award interest subsidy to meritorious students belonging to economically weaker
sections of the notified minority communities so as to provide opportunities for higher education abroad and enhance
their employability.
6.Government has launched the ashtriya Gokul Mission to promote conservation and development of indigenous breeds
in a focused and scientific manner.
The mission aims at enhancing milk production,upgrading non-descript cattle using elite indigenous breeds and distribute
disease free high genetic bulls.

2014 Commonwealth Games:The 2014 Commonwealth Games (officially the XX Commonwealth Games were held in
Glasgow,Scotland,from 23 July to 3 August 2014.This is the 20th edition of the Commonwealth Games.
Scotland has previously hosted the event twice,in 1970 and 1986,both in Edinburgh.
Note:The first was hosted by Hamilton,Canada,in 1930 and known as the British Empire Games.
England finished top of the medal table for the first time since the 1986 Commonwealth Games,also held in Scotland.
Kiribati also won its first ever medal at a Commonwealth Games,a gold in the 105 kg men's weightlifting competition .
There are 71 participating nations at the 2014 Commonwealth Games with approximately 4,950 competing athletes,making it
one of the largest Commonwealth Games staged to date.
Mascot:Clyde,an anthropomorphic thistle named after the river which flows through the centre of Glasgow,was the official
mascot of the 2014 Commonwealth Games.The mascot was designed by Beth Gilmour,who won a competition run by Glasgow
